What happens if I am not a subscriber to the NPC?

  1. Non-members are free to continue as before and engage with their preferred home alarm company.

  2. Non-members do not have access to the Smart Village assets such as the armed response vehicles & response officers, and are not directly linked to the Control Room which has automatic links to SAPS and the Metro Police. 

  3. Non-members will not have access to the Village Control Room operators and related services, nor will they receive the community communications, updates and free security training on offer.

  4. In short non-members will “go it alone” and will be responsible for their own property and personal safety.


Who is accountable for the NPC?

  1. The NPC has a Board of Directors made up of property owners representing the areas that make up Umdloti Village.  These areas are geographically broken down as Bellamont Road, Umdloti South and Umdloti North

  2. As per the Memorandum of Incorporation (MoI), the Board was formally elected by the members.

  3. The procurement policies as well as the business direction and operation framework are well defined in the MoI.

Why are we doing this?

1)      Umdloti Village NPC is a community-driven project funded by goodwill, collaboration and mutual self-interest that is:

a)       Firstly, designed to ensure safety and security in the public spaces of the village;

b)      Secondly, provide an outer security ring for your home;

c)       Thirdly, provide an in-home emergency response for members; and

d)      Fourthly, enhance and protect the quality of life for all Villagers.


Why must the Body Corporates join? Why can’t sectional title unit owners join as NPC members?

  1. For administrative purposes we ask Body Corporates to join on behalf of the complex.  The BC membership covers all units. There are logistical challenges giving the security company access to complexes unless the Body Corporate has signed an agreement with the service provider.

  2.  Body Corporates can apply PQ allocations to the NPC subscription within their levy structure. At Bahia Village the NPC subscription is included in the security budget and recovered as part of the standard levy, not as a separate line item. So bigger units do pay slightly more towards the NPC.


What is the NPC’s approach to by-laws?

  1. To achieve our goal of “peace of mind” by-laws must be applied consistently, uniformly and equitably.

  2. Marshall Security has been asked to focus on the following areas:

    1. Public disturbance (noise, fireworks, fights, indecency, drinking in public, animal slaughtering etc).

    2. Public nuisance (including dogs that are not “under the control of the owner”).

    3. Vagrancy / Begging /Camping on the beachfront.

    4. Environmental protection (damage to fauna and flora, marine and forest reserves).

    5. Fishing in prohibited areas (including marine conservancy).

    6. Illegal parking.

    7. Litter (including bait boxes and dog pick-ups).

3. Marshall has now powers of arrest and will call the relevant authority if their polite requests are ignored.
